It is a gold mine of information on South African politics, apartheid, the policy of successive regimes, and the human rights abuses committed in both the attempt to impose that system and in the attempt to overthrow it.     17. THE RISE OF JACOB ZUMA AND THE ZUMA PRESIDENCY 27 items
      1. Jacob Zuma was dismissed from his position as Deputy-President (which he had held since 1999) in June 2005 due to allegations of corruption. This dismissal proved to be a seismic event in SA politics opening up deep fissures within the ruling African National Congress (ANC), particularly between pro-Mbeki and pro-Zuma factions. The dismissal and its aftermath have dominated South African political commentary for much of the period since and it is an event with importance for our discussions in some of the later seminars. Zuma was cleared of rape charges in May 2006 and later in the year charges were (temporarily) dropped against him for corruption, although eventually re-instated in December 2007.

        Jacob Zuma's political comeback after his dismissal from the Deputy Presidency in June 2005 was sealed in December 2007 when he became President of the ruling ANC at its 52nd national conference in Polokwane, Limpopo province, one of the most important gatherings in ANC history. He defeated the incumbent leader Thabo Mbeki with an approximately 60-40 split of delegates votes in his favour. Mbeki was to remain as State President until his second term of office ended in April 2009. This gave rise to a 'two centres of power' situation with Zuma as ANC leader and Mbeki as President. Eventually the ANC decided to 'recall' or effectively dismiss Mbeki from the Presidency in September 2008 cutting his presidency short by 7 months. After a brief interregnum in which Kgalema Motlanthe served as an interim President until the April 2009 election, Zuma became President on 9 May 2009 following the ANC's victory in the general election on 22 April 2009. Corruption charges against Zuma had been reinstated by the National Prosecuting Authority in December 2007 but were dropped in April 2009. Zuma was re-elected President in May 2014 for a second and final term. The following articles will be useful in considering the politics of Jacob Zuma and many of the events described above:

      This seminar will consider in detail the groundbreaking initiative taken on 2 February 1990 by the new State President, F.W. de Klerk when he announced the liberalization of the political process by legalizing previously proscribed organizations, principally the African National Congress (ANC), the South African Communist Party (SACP), and the Pan-Africanist Congress (PAC). The speech of 2 February opened the way to full multi-party negotiations on a new Constitution, and ultimately to the end of apartheid and the birth of a new democratic South Africa, and must be considered one of the most significant speeches in South African history. By the end of these seminars, students should have a good understanding of:

      a)    The political backdrop to the speech

      b)    The precise details of the 2 February speech (students are encouraged to read the full text from one of the many published versions available) and the subsequent local and international reaction to it

      c)     The variety of explanations on offer in the literature for this seismic political shift

These two seminars will consider the political trajectory of South Africa between 1990 and 1994 - the era of negotiations at, first, the Convention for a Democratic South Africa (CODESA) 1991-2 and, second, the Multi-Party Negotiating Process (MPNP), 1993-4. At the end of these sessions students should;

      a)    understand the differing and deeply opposing constitutional blueprints with which the principal political formations entered negotiations (students will be encouraged to read these constitutional documents which are widely available in the literature)

      b)    understand the fluctuations of the negotiating process and the causes of the various breakdowns

      c)     be aware of the competing theories seeking to explain the violence which accompanied the negotiations

      d)    understand why the two major players - the ANC and the NP - were able to reach a settlement and why other parties were ultimately compelled to succumb to their will 

      e)     be able to assess the 'winners and losers' in the negotiations process, notwithstanding the claim that all were winners.

      f)        draw lessons from the South African experience of negotiations for other divided societies
