Eduard J. Emde CPP, Assumes Presidency of ASIS International

 

Eduard J. Emde CPP, has advanced to the Presidency of ASIS International (ASIS). Emde is principal consultant for BMKISS Europe, an independent security management support organisation based in the Netherlands, and the first non-U.S. practitioner to serve as President of ASIS. Emde joined the organisation in 1990 as a student-member.

 

"The intrinsic value of ASIS is the composition of the membership body. Over the course of its long and rich history, ASIS has established itself as the leading forum for security practitioners to expand and deepen their understanding of security management practices through peer-to-peer education and networking," stated Emde. "My primary objective as President is to grow membership 

globally, while also continuing to broaden and enrich the overall membership experience for all members."

 

Mr. Emde has more than 20-years of experience in security and security risk management. Previously, he served as Manager, Consultancy Services for Interseco in The Hague, Netherlands, and as Head, Safety and Security, at the European Space Agency's European Space Research and Technology Centre. He's also served as a Security Consultant with KPMG's Forensic & Integrity Services and as Vice President, Group Security with ABN AMRO Bank.

 

In addition, Mr. Emde has served on the boards of various associations in the field of risk management and security, including the Dutch Society for Risk Management and OSAC Netherlands. A Certified Protection Professional (CPP) since 1998, he previously served as Regional Vice President in Europe and as a Board Member and Chair of the Benelux Chapter. Mr. Emde has also served as a trainer for CPP review courses.

 

He received a master's degree in Organisational Analysis and Behaviour from Lancaster University in the UK and degrees in Business Administration and Dutch Law from Erasmus University Rotterdam. He holds CPP and CISSP certifications.

 

Emde resides in the Netherlands with his wife, Yolanthe, and son Floris.

CSO Roundtable Announces Session Topics for ASIS Europe  

 

The CSO Roundtable of ASIS International, the members-only forum of senior security executives from the world's largest organisations, will hold a CSO-only track of sessions at the ASIS 11th European Security Forum & Exhibition that will take place in London on 15-17 April 2012.

 

The CSO Roundtable sessions, held in parallel with the main ASIS educational sessions, will cover a range of business and risk topics tailored to senior security executives.

a5IISS Senior Fellow to Keynote at ASIS Middle East 2012 

 

 Emile Hokayem, Senior Fellow for Middle East Security of the International Institute for Strategic Studies (Bahrain), will be a keynote speaker at the ASIS 3rd Middle East Security Conference & Exhibition that will be held in Dubai, UAE on 19-21 February 2012.

 

Mr. Hokayem is the Senior Fellow for Regional Security at the International Institute for Strategic Studies based out of the Middle East office in Manama, Bahrain. His expertise includes Iran-Gulf strategic, political and economic relations, regional security in the Gulf and the Middle 

East, US policy in the Middle East, Levant security (Syria-Lebanon/Hezbollah-Israel), role of external actors in the Middle East.

 

Prior to joining the Institute, he was the Political Editor and international affairs columnist of the Abu Dhabi-

based English-language newspaper The National. 

 

From 2004 to 2008, he served as a resident fellow with the Henry L. Stimson Center's Southwest Asia/Gulf program in Washington DC, researching strategic, security and political issues in the Gulf and the Levant.


Mr. Hokayem has written extensively on Iran-GCC relations, regional security in the Gulf and Levant security. He has testified in front of the US Senate Foreign Relations Committee on Syria and Lebanon and spoken on Gulf affairs in front of various government and non-government audiences.


Mr. Hokayem earned his Master of Science in Foreign Service from Georgetown University, where he focused on international security, US foreign policy and the Middle East. He also served as editor-in-chief of the Georgetown Journal of International Affairs, the school's academic publication. He has worked as an independent consultant on Middle East issues, including political and economic affairs. He holds degrees in economics and finance from the University of Paris-Dauphine. He is fluent in English, French and Arabic.

 

As a keynote speaker, Mr. Hokayem will discuss the drivers and directions of strategic change in the Middle East. Talking on his presentation Mr. Hokayem said: "2011 was a year of profound change for the Middle East: change in its political culture and change in its political order. Combined with already volatile and complex regional dynamics (sectarianism, proliferation, terrorism), those systemic transformations have security and strategic implications that have started but will take years to unfold."

 

The ASIS 3rd Middle East Security Conference & Exhibitionwill cover a wide range of security issues in 33 high-level educational sessions divided over 3 parallel tracks.

a7Chapter News: ASIS UK Chapter Winter Chapter Meeting & AGM-  8 December 2011

Mike Alexander, Chairman, ASIS UK Chapter

Mike Alexander, Chairman of the ASIS UK Chapter, opened the meeting by giving thanks to the sponsor Emma Shaw of Esoteric and to the exhibitors for their contribution to the meeting.

 

Mike then handed over to our Patron Baroness Harris who proposed to re-elect the Chairman, Vice Chairmen and Treasurer.  

 

Mike Alexander-Chairman, Mike Hurst- Vice Chair Strategic, Graham Bassett- Vice Chair Operations, and Craig Pickard - Treasurer were all unanimously re-elected.

The Chairman then looked back over 2011 and reviewed the achievements of the Chapter:
  • A stand at Counter Terror Expo and Transport Security Expo
  • ASIS speakers at National Association of Healthcare Security Conference,  MSC Students at Portsmouth University, MSc Project Management Course at London Metropolitan University,  Saudi Arabia Middle East and  IFSEC conference ,SASIG Conference, Chief Security Officers (CSO) Summit,  TINYg Conference, Get Safe Online Summit, RIBA Designing for Counter Terrorism Conference
  •  CPP Students of the ARC Training Course had a 100% success rate.
  • The work done with the Programme Committee for the ASIS 11th European Security Conference & Exhibition.

Then the Treasurer reviewed the Chapter accounts for the year and requested that two or three major sponsors be found. The sponsors would be guaranteed excellent exposure and their contribution would then enable the seminar meeting fees to be reduced.

 

The theme of our first speaker, Don Randall MBE, was working in partnership.

 

The increasing level of uncertainty in the UK and austerity measures will drive further civil unrest for he thought the next 3 to 5 years. Corruption in the world could never be removed but we have to understand it and learn how to manage and deal with it.

 

Former City Commissioner, James Hart was quoted, "Policing is something you do with the community not to the community."

 

A practical example - Project Griffin - was based on excellent communication links and 1000 buildings are now linked and all of them could be updated in less than 30 minutes. With further police cuts of 23% partnerships with the private security sector was a necessity.

 

However Griffin was based on large corporates but as 95% of London business were Small & Medium sized Enterprises (SMEs) the  "Buddy Systems" will be implemented which would include The Wine Bar / Kiosk / Shop.

 

Partnerships based on Griffin and with a true element of trust had proved very successful and the model had now spread across the world.

 

The meeting continued with Paul Taylor of Welund who described how the movement of Greenpeace's three boats was continually studied as one of the services provided to subscribers of its on-line newsletter. This real-time intelligence enabled companies that may be targeted by the boats to make decisions based on the knowledge of how near or far they were from their assets. Using the data acquired over two years made it possible to assess how much of their time they spent on actions and how much time they have spent on other things.

 

The final speaker, Col. Graham Le Fevre, explained the challenges in operating Security in a Constrained Environment.

 

Security which involves protecting people, equipment and capability has to be balanced with reputation which involves protecting the brand, standing in society and political  fallout.

The solution is risk management, prioritisation, devolving responsibility, common sense linked to education and effective use of manpower.

 

Finally, Mike Alexander thanked their host Nomura for providing such an excellent venue and to the speakers for well-presented and thought provoking topics.

The ASIS 6th Asia-Pacific Security Forum & Exhibition will take place on 3-5 December 2012 in Hong Kong, China.

a9Chapter News: ASIS Aegean Chapter Annual Congress



The 4th ASIS Aegean Chapter (243) Annual Congress was held on the 22nd of November at the B & M Theocharakis Foundation for the Fine Music & Arts. Mr. Angelos Agrafiotis, Special Cases Consultant of A&K Risk Management Consulting and Chair person of the ASIS Aegean Chapter (243), was the coordinator of the Congress.

 

The speakers at this year's Congress analysed very interesting security topics. Specifically, Mr. George Stefanopoulos, Psychologist-Major General of the Greek Police Forces gave a presentation on "anger management" and shared his knowledge and experience on this very significant theme with the delegates.

 

The sessions continued with Mr. Notis Iliopoulos, Director of Technology of Intelli Solutions Company on "information security risk management, necessity vs theory vs efficiency". On the occasion of his presentation Mr. Iliopoulos shown how important it is to build a safe "environment" around companies or organisations' information.

 

Finally, "professional fraud" was the topic of the last session presented by Mr. Konstantinos Stergiopoulos, Regional Security Director of Nestle Hellas S.A. Southern Europe.

a12Industrial Control Systems Security: Recommendations for Europe & Member States

The European Network and Information Security Agency (ENISA), the EU's 'cyber security' agency, has issued on 19 December the results of a study on Industrial Control Systems (ICS) security. The report describes the current situation on ICS security and proposes seven recommendations for improving it.


Industrial Control Systems (ICS) are command and control networks and systems designed to support industrial processes. These systems are used for monitoring and controlling a variety of processes and operation, such as gas and electricity distribution, water, oil refining and railway transportation.


In the last decade, these systems have faced a notable number of incidents. These include the "Stuxnet" attack, which is believed to have used bespoke malware to target nuclear control systems in Iran, and the recent DuQu-'upgraded variant' of this malware. These incidents caused great security concerns among ICS users.

ENISA: New Report Published on "Economics of Security" 

The Agency has published a report identifying the economic drivers and barriers of legal, policy, technical and research character to security and resilience.


Currently there are discussions at the international level on the issue of Economics of Security, which has resulted in several studies and analyses. ENISA has collected and analysed the existing knowledge available in order to avoid duplication of work and create a solid view of the complex issue of "Economics of Security".

 

For this purpose, experts in this area have been contacted and their views on open issues in the area of Economics of Security have been assessed.

 

Once the analysis exercise was completed, ENISA identified key issues that need to be addressed in the short term. As part of this work, ENISA identified particular stakeholders affected by this challenging environment, such as the consumers, industry and state. Subsequently identified and analysed the ways they are affected and possible ways to address their concerns.

Security Convergence - Can We Afford to Ignore It?

In order to illustrate the topic of this article, the following examples of security related activities in financial institutions have been chosen: access control systems, alarm systems and payment operations. What we do in these areas is still the same as in the past, but how we do it has changed dramatically. Looking back in history gives an insight into the enormous changes and may help to anticipate future developments.

 

Security Convergence is a fact: examples

Access control in earlier times was done with keys, then mechatronic keys with stand-alone IT appeared and later identification cards needing an IT-network were introduced. Today, biometric systems are more and more in use. The development ranges from pure mechanical equipment to systems requiring increasingly powerful computers and networks.

 

Alarm systems were in former times separated e.g. into fire and burglary alarm systems with separate alarm transmission networks. Today, fire and burglary alarm detectors are integrated into one alarm system using the internet for alarm transmission. In newer buildings, security alarm management is just a part of building management systems interlinked via IT-networks to remote control centres anywhere in the world.

 

The development of how banks operate payments also changed dramatically: In earlier times, payments were operated with purely manual and paper-based processes, then payments were introduced into systems manually in every branch by bank employees and as a next development, processes were more and more centralised in booking centres. Today, even the client introduces payments into banking systems via electronic banking and the payments are fully automated processes without the direct influence of a bank employee. Powerful IT systems and broad network capacities are a precondition for these operations.

 

Taking these examples, they clearly show the development from mechanical/manual towards electronic/automated processes and security is clearly subject to these changes. The separation between physical and logical security gets more and more blurred and an integrated or converged view is needed. Given these developments, we certainly cannot afford to ignore converged dimensions. Security convergence is an integrated view of security, irrespective of whether it touches physical or logical security. This means we need to question our familiar views in silos. What are the risks, if we do not leave our traditional thinking?

 

Risks without Security Convergence

Continuing in our traditional security world, separated into physical and IT security, we may ignore risks in the interface of the two and could even be blind to recognise new risks. By the way, attackers already think in converged dimensions with specific know-how in all security areas. We may assess risks with completely different methods (e.g. between logical and physical security), making it very difficult to compare them and to gain a holistic view.

 

Not being able to assess risks in a coherent way, we may invest in wrong areas for risk reduction, therefore mitigating risks that are not the most threatening ones.

We could also misjudge the real complexity of today's world with more and more integrated systems, e.g. amalgamation in ICT (information and communication technology). Without a converged view, we may recognise risk concentrations too late: We would miss the opportunity to intervene, whenever the concentration of activities is too high and this could lead to additional bottlenecks.

 

To sum up, IT, networks and security technology are converging and therefore a converged security view is a must. If not, risks may not be assessed in a correct way or some of them would be missed completely. As a result, our risk perception is incomplete leading to unwanted surprises.

 

Minimum actions to cope with Security Convergence

What should we do as a minimum in a company, in order to avoid missing risks in our converged world of physical and logical security? I suggest the following two areas for consideration:

 

Firstly, we should agree on a common risk assessment terminology and method in order to be able to compare physical and logical security risks. Integrated risk management is the basis for an effective investment in risk reduction.

 
Secondly the Chief Security Officer (CSO) should bear the responsibility for physical and logical security or if two heads cover the area of security, a regular and intensive exchange between the physical and IT-security departments is needed.

 

Given the developments above, I am convinced that a converged view of security is an absolute need. By the way, the impact on reputation will be the same whether physical or logical security gaps have triggered a loss. In my opinion, we cannot afford to ignore Security Convergence. Can you?

a17EU Ministers Agree to Share Passenger Data with the US

Euractiv reported that EU Home Affairs Ministers yesterday gave their go-ahead on 13 December to a controversial agreement between the EU and the US on passenger data records, sparking some criticism in the European Parliament which is now set to consider the deal.

 

"This agreement fails to address the fundamental rights concerns repeatedly raised by the European Parliament and various European courts," said German MEP Jan Philipp Albrecht (Greens), promising a fight in the Parliament.

 

The deal allows US authorities to access and store data, including credit card numbers, of passengers flying to the United States. Despite privacy concerns from Germany over one clause that allows personal data to be accessed for up to 15 years in the event of a terror investigation, 10 years in other cases, EU ministers gave the green light to the agreement.

 

Passenger name record, or PRN, transfers are currently taking place under a 2007 agreement that is being applied provisionally because the European Parliament decided not to give its consent until its data protection concerns were met.

 

If the Parliament does not approve the new agreement, it will have to be renegotiated again.

a19EUROSUR: 'Connecting the Dots' in Border Surveillance

On 12 December the European Commission proposed to establish a European Border Surveillance System (EUROSUR) with the aim of increasing coordination within and between Member States to prevent and tackle serious crime, such as drug trafficking and the trafficking of human beings, and to diminish the unacceptable death toll of migrants at sea.

 

Under the EUROSUR mechanism, Member States' authorities responsible for border surveillance (border guards, coast guards, police, customs and navies) will be able to exchange operational information and cooperate with each other, with Frontex and with neighbouring countries. The increased exchange of information and the use of modern surveillance technology introduced by EUROSUR can also be vital for saving the lives of migrants attempting to reach the shores of EU Member States in small and unseaworthy boats that are very difficult to track.

 

The exchange of information in the framework of EUROSUR will take the form of 'situational pictures', which can be described as graphical interfaces presenting data, information and intelligence. These situational pictures will be established at national and European level and will be structured in a similar way to facilitate the flow of information among them. In order to improve the capability of detecting small vessels, Frontex will also set up a service for the common application of surveillance tools, combining, among other things, satellite imagery with information derived from ship reporting systems.

The 90-minutes programs were initiated in 2010 as a means to provide security industry professionals aged 40 and younger with timely, relevant information on topical issues in career development and security management.

 

The 2012 series opens in January with a presentation on dynamic communications. Programmes on leadership and IT security, including cloud computing, will also be featured early in the year as well. Revision of the EU Civil Protection Legislation: Delivering More Effective Disaster Management 

The European Commission proposed on 20 December legislation to strengthen European co-operation in civil protection which will provide a more efficient, effective and rapid response to disasters as well as enhanced prevention and preparedness actions. The proposals will allow Europe to move beyond the current system of ad hoc co-ordination to one where assistance is pre-planned and where delivery can be guaranteed wherever a disaster strikes.    

"One of the key proposals is the establishment of a voluntary pool of Member States' specialised teams and equipment that will be available for immediate deployment as part of a collective European response," said Kristalina Georgieva, European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response.

 

"Equally important is that this legislation take Civil Protection policy beyond disaster response and places a much greater emphasis on disaster prevention and risk management. Our intention is that these proposals will lay the foundations of a comprehensive disaster management policy for the European Union".

 

To manage the new arrangements an Emergency Response Centre (ERC) will be established, providing a round-the-clock service delivering more effective EU co-ordination when disasters hit and ensuring that Member States remain fully informed at all times so as to improve the delivery of help.

 

The European Commission also wants to encourage greater co-operation on the advance planning of European disaster-response operations by, among other measures, mapping Member States' assets, drawing up contingency plans as well as improving risk-management planning. It will look at providing funding to fill any identified gaps and proposes to increase investment in joint training and cross-border exercises. Transport arrangements will also be streamlined to guarantee the immediate deployment of EU assistance.

a23INTERPOL and Europol Establish New Communications Link for Secure Information Exchange

A new network connection has been established between INTERPOL and Europol, enabling the secure exchange of information between the two law enforcement organisations.

 

The interconnection of the two organisations' computer networks via a secure link, one of the elements of a Memorandum of Understanding signed by INTERPOL Secretary General Ronald K. Noble and Europol Director Rob Wainwright in October, provides a technical foundation for the further development and sharing of services in the future.

 

The heads of the organisations became the first individuals to exchange messages via the secure link to mark its launch on 20 December.

 

"Current operational cooperation between Europol and INTERPOL rests on a solid basis and this new secure link will undoubtedly strengthen the alliance between our two organisations. It will ensure an even more powerful response for the international law enforcement community, ultimately enhancing our capabilities, and those of our respective Member States, to tackle international crime and terrorism." said Rob Wainwright, Director of Europol.

 

The creation of the secure communication line between INTERPOL and Europol is the most recent in a series of initiatives aiming to enhance and streamline cooperation between the two organisations, efforts which Secretary General Noble said are essential in helping preserve European and global security.

a25MEPs Call for Review of EU Counter-Terrorism Policies

EU Observer reported that the European Parliament on 14 December called on Member States to submit reports on the cost-efficiency of their counter-terrorism measures and their impact on civil liberties, with the European Commission set to produce an EU-wide evaluation.

 

"Remarkably little has been done to assess to what degree EU counter-terrorism policies have achieved the stated objectives," MEPs said in the non-binding text, which calls on the EU Commission to make use of its powers under the Lisbon Treaty and to produce a "full and detailed" evaluation of such policies and the extent to which they are subject to democratic scrutiny.

 

The cost-efficiency report should include spending for online snooping, data protection measures, funding of counter-terrorism research and relevant EU expenditures set in place since 2001, such as the appointment of an EU Anti-Terrorism Coordinator and his staff.

 

Private sector-related costs, for instance of telecommunication companies having to store all details of phone conversations, text messages and emails of their customers for up to two years, are to be included. The gains that businesses have made in the new market are also to be covered by the count.

a26ENISA : First EU-report on Maritime Cyber Security  

ENISA has published the first EU report ever on cyber security challenges in the Maritime Sector. This principal analysis highlights essential key insights, as well as existing initiatives, as a baseline for cyber security. Finally, high-level recommendations are given for addressing these risks.

 

Cyber threats are a growing menace, spreading to all industry sectors that are relying on ICT systems. Recent deliberate disruptions of critical automation systems, such as Stuxnet, prove that cyber-attacks have a significant impact on critical infrastructures. Disruption of these ICT capabilities may have disastrous consequences for the EU Member States' governments and social wellbeing. The need to ensure ICT robustness against cyber-attacks is thus a key challenge at national and pan-European level.


Some key findings of the report:

  • Maritime cyber security awareness is currently low, to non-existent. Member States are thus highly recommended to undertake targeted maritime sector awareness raising campaigns and cyber security training of shipping companies, port authorities, national cyber security offices, etc.
  • Due to the high ICT complexity, it is major challenge to ensure adequate maritime cyber security. A common strategy and development of good practices for the technology development and implementation of ICT systems would therefore ensure "security by design" for all critical maritime ICT components.
  • As current maritime regulations and policies consider only physical aspects of security and safety, policy makers should add cyber security aspects to them.
  • We strongly recommend a holistic, risk-based approach; assessment of maritime specific cyber risks, as well as identification of all critical assets within this sector.
  • As maritime governance is fragmented between different levels, the International Maritime Organisation together with the EU Commission and the Member States should align international and EU policies in this sector.
  • Better information exchange and statistics on cyber security can help insurers to improve their actuarial models, reduce own risks, and thus offering better contractual insurance conditions for the maritime sector.

a27Netherlands Defends Border Control Project  

According to EU Observer the Dutch Interior Ministry has said new cameras for screening people who enter the country by car will not violate EU laws on free movement or privacy. 

 

In what looks like a fresh attack on the Schengen passport-free travel agreement, the pilot scheme - entitled "@migo-Boras" - is to see €19 million worth of cameras installed on 15 major highways from Belgium and Germany and in some police cars between February and April.

 

If they spot a number plate which is red-flagged in the police database, officers will intercept the vehicle in a bid to stop illegal immigrants and criminals.

 

The cameras will operate in a zone up to 20km from the border and will initially look at small samples of cars and trucks for a maximum of six hours a day or 90 hours a month.

a28ENISA Looks at a European Cyber Security Month 

In a report published on 14 December, the European Network and Information Security Agency (ENISA) looks at the benefits of a "European Security Month". The study takes a close look at 127 cyber security events organised at national level across Europe and how to engage EU Member States. The aim is to increase awareness among EU citizens of risks to personal, corporate and national security and to demonstrate practical steps to protect sensitive information.


Around 50% of the EU member states already run their own, national security days or, usually, weeks. But a pan-European campaign would coordinate the approach and the messages, as well as broaden their scope, by including public and private security industry actors. The security month would draw on the worldwide experiences to create a strong brand, and to deliver clear, powerful messages through a wide range of channels, including websites, advertising, media coverage, videos, TV and radio broadcasts. The report does not however suggest a fixed month across Europe, as the campaigns currently held by Member States span various months identified to mainly occur in Q3/Q4. The report does however suggest that synchronising the month with the US cyber security month (in October) could to "jump start" the process. The report includes a roadmap and strategy to bring together national groups and decision makers.
